Rather than some kind of public folder setup, it sounds like you need to:
1. Set up the "AutoArchive" feature in Outlook 2003 for your users (with
the "Prompt before AutoArchive runs" checkbox)
2. Go back to using the POP3 Connector to automatically download ALL mail
for your domain into Exchange every 15 minutes (Exchange distributes it to
your sers Exchange mailboxes for viewing with Outlook)
3. Set up Outlook 2003 with Exchange email accounts for your users and
discontinue the POP3 account access
4. Set up OWA (Outlook Web Access) and have your laptops use it to "send
and reply" when they are out of the office (assumes they will have at least
a 56k modem Internet connection).

Of course, your going to need a reliable Internet connection no matter what
so upgrading your Internet connection to a more stable one may be necessary.

Here is my sad tale
My company has pop e-mail through our ISP. All my users feel it is
absolutely neccessary to save every email then get for ever. Some PST
files are above 1.2 gigs. I try to teach them to archive them but they
don't listen and the workstation performance suffers. I tried out
exchange with the POP3 connector, worked great except since my laptop
users outlook was still pointing directly to the pop3 account, all mail
from within the company would only get routed locally, thus they would
never get it. I wanted to try out RPC and Outlook Cache modes but our
internet connection is not that stable and our router is not that
powerful (I'd tell you what we are using but then I'd have to go and
hide).
The rollout was an unmitigated failure. My boss will not let me try
that again anytime soon. I really feel though that the shared
calendar, task, contact capabilites of Exchange would greatly benefit
the company. Is there anyway to set up a system like this...
Exchange only running Public Folders, Contacts, ect.
My desktops have both Exchange and the Pop3 account in the profile
Have the POP3 account be the primary but store all e-mail in the
exchange mailbox.
Have my laptop users have access to the public folders but keep the
e-mail on there hard drives.
Again, someone will recommend how I can route the laptop users e-mail
out through an SMTP connector but we are WAY past trying that, my boss
would kill me if I even broached the subject.
