Ok, got the wizard working again. (System clean up and a reboot did the
job.) But I still can't get the POP Connector to work. The messages never
show up in the Exchange mailbox, but they are removed from the ISP! While I
have this working on quite a few other sites, but it has never worked on
this site (haven't had reason to try it before now) This site is a fairly
old install of SBS (2+ years) and it has been working well in all other
respects.
If this were a static IP site, I'd just modify the MX record to point
correctly and be done with it, but with a dynamic IP, the POP Connector and
Smart Host seem to be the best option.

BTW, there were NO errors in the log files.

Hi Thomas,
Check your event logs for errors, and post them here. Also, the SBS
wizards all leave log files at (default) c:\program files\Microsoft
Windows Small Business Server\Support. Have a look at the
add_user_wizard.log for any errors, and post them as well.
