Update,
The fist page is a flash page. If I manual type the url that is forwarded from the Flash page I can get the page to come up. What setting is blocking the flash page?

Windows 2003 server ties things down more, for security reasons. Normally,
you should not be using your server to surf the web. Since this is an
internal address, you may need to add your lcoal address to trusted sites in
IE7.
