I discovered another strange offer at that vendor. It's a similar deal,
but they refer to it as "promotional". The part number is T75-01255-pmr
instead of -01255-cdo. $379.91:

I wonder if that's similar to the 180-day trial licenses I purchase
direct from Microsoft for $6 apiece? What could they be "promoting" in
this case? Anger?
In any event, "Microsoft Software Licensing Glossary from Microsoft
Small Business" mentions COA, OEM, FPP, and other acronyms related to
buying Microsoft, but curiously there's no mention of CDO or
Promotional:

They are selling a media only (aka CD Only or CDO) kit with no license
or documentation. Sounds like a complete ripoff, especially since Jerry
is part of a minute percentage who ask before they buy (kudos, Jerry).

Licencing. It seems SBS2k3 Pre. R2 is around $1299. Ive been pointed

resellers with CDO versions, ie T75-01255-cdo for ~$399. I

there's no manuals, support, upgrade rights - but is this still a

legal copy for commercial use?
Not sure what you mean by CDO version? Are you talking about
Original
Equipement Manufacturer (OEM) version? If so, its only legal if sold
with
a new system.
