Dave I was thinking along the same lines except that both workstations
actual do authenticate prior to log in but very late in the start up
process.

In any event I'm going to go through the process over again and see if there
are any mistakes in my config. If I find anything I'll report it back here.

You may want to first remove existing certificates (at least those installed
via the wireless GPO) to ensure Windows XP is not "confused".
