Windows Firewall Greyed Out

Hi, My Windows Firewall options to turn off or on are greyed out and I've
checked local and domain policies and none of these are configured but the
firewall says "Windows Firewall is using your domain settings" I've gone to
the SBS 2003 server and there is no settings in group policy, also there is
no policy settings set on local machine either. The firewall is on it says
but greyed out. The security center service was set to disabled and stopped.
So I reset that to automatic and started it but still no change.

Help!
