Yes..the currently out of the office radio button is clicked...i even get a
pop up when i log in letting me know its turned on and would i like to turn
it off. All the rules are there and they work fine in rules and alerts. I
have tried from 3 different external emails and none of them have gotten the
ooa reply.

No, you don't need to restart anything. In Outlook, if you click Tools ->.
Out of Office Assistant, is the "I am currently Out of the Office" radio
button clicked? Are you still not seeing server-side rules in Tools ->
Rules and Alerts? (Out of office rules don't show in Rules and Alerts).
Out of Office messages are only issued once to each sender. Is it possible
you're testing this with an account that's already received an out of office
reply?

Dave,
The out of office reply did not work. Do i need to restart one of the
exchange services for the change to take effect??

In ESM, in the left pane under Global Settings, select Internet Message
Formats. In the right pane, r-click Default -> Properties. On the
Advanced
tab you'll find the check box to allow out of office responses. This
is
disabled by default due to the risks in these responses, so make sure
your
users know not to automatically send messages directing robbers to
their
houses while they're away.
No server side rules work? Is this in one Outlook profile, limited to
one
user, or office wide? If it's office wide, you need to start digging
around
in application logs (server and workstation) looking for errors
relating to
Exchange. If it's just one user or profile, try Start -> Run and type
in
"outlook.exe /cleanserverrules" without the quotes. That will clear
out
anything in the server rules. You can try /cleanrules, too, which will
delete all the rules. Obviously you may want to make note of any
existing
rules before doing this.
Rules should not work differently with the POP connector than they do
with
regular SMTP - I can't think of any instance where the connector would
make
a difference in rule behavior.
