It's true that your existing clients will retain their lease. But you don't want them to - they won't be able to see the gateway, since the SBS server is down. You want them to switch default gateways to point out through the secondary server.
Another point - I'd make the leases on the secondary server quite short. That way, once your main SBS box is ready to come online, you simple stop the DHCP Server service on the secondary, bring up the main SBS box, and fairly quickly clients will have to get a new address...

They also own a Dell Poweredge and a Windows 2003 server license. I am thinking about using this as a second domain controller and not much else. I'm stuck on the configuration to best survive a SBS2003 server failure. If this office was configured with a single NIC SBS2003 life would be easier.
If I dual NIC the DELL and place it's external on a public IP address, which they do have two of, then set DHCP and DNS up on the DELL, if the SBS2003 failed the users would have full log on access and Internet through the DELL.
I would have to adjust the DHCP leases to point to both servers as DNS and gateway.
Is anyone doing this?
