Disabled by Administrator Error

Recently I've begun having problems with SBS 2003 giving me "disabled
by administrator" errors, such as when I launch cmd, task manager, or
registry editor. The thing is, I am the administrator and logged in
accordingly.
I've gone into the group policy editor and changed these from "not
configured" to "disabled" and done a policy refresh, but that only
works until the next reboot. Once I reboot I get the same error
message, and once again have to do a police refresh (settings are still
listed as "disabled" in the group policy).
It seems that quite a few things are effect by this, more than the 3 I
just listed, and I can't figure out what could be causing this. Does
anybody know why I would be getting a "... disabled by administrator"
message (when I'm the administrator), and why I have to refresh the GPO
to get access to these processes every time I reboot?
Anyway of troubleshooting this and finding out where the error is?
