Sorry for the later response.
1. When did this issue begin to occur? Have you customized your SBS server
IIS settings? I had some issues with IIS a while back that cause OWA not
work correctly. after altering some of the setting I got that to work and
then the Monitoring issue began.
2. Do you have any issue when you visit SBS backup node in the Server
management? What if you access http://companyweb or
https://localhost/exchange from the SBS server with administrator account?
Not anymore.
3. Do you install ISA on SBS 2003?
No.
After changing the setting you suggested I stilll get the error when I
browse the page. the only thing I had to change was 6.
'6. Make sure grant access is selected and there is no exception list.'

Based on my experience, since you still receive the monitoring report of
the server, I think the issue could be located at IIS website of Monitoring
feature. I suggest checking the followings settings first.
1. Open Server Management and navigate to IIS console\Server\Web
Site\Default web Site
2. Right click the Monitoring Virtual directory and click properties
3. In the Security tab, please click edit under Authentication and access
control
4. Make sure only the "Integrated Windows authentication" is checked.
5. In the Security tab, Click Edit under "IP address and Domain Name
Restriction"
6. Make sure grant access is selected and there is no exception list.
7. If any change, please restart the IIS service.
This problem may occur if a host header value is assigned to the All
Unassigned Internet Protocol (IP) address for the default Web site in IIS.
To resolve this problem, remove the host header value. To do this, follow
these steps.
Note: Typically, Internet Security and Acceleration Server is not installed
and the default Web site is bound to the All Unassigned IP address in
Windows Small Business Server, Standard Edition. Also, the host header of
the default Web site is not assigned to the All Unassigned IP address.
1. Click Start, and then click Server Management.
2. In the console tree, double-click Advanced Management, and then
double-click Internet Information Services.
3. In the details pane, double-click ServerName(local computer).
4. Double-click Web Sites, right-click Default Web Site, and then click
Properties.
5. In the Default Web Site Properties window, click the Web Site tab, and
then click Advanced.
6. In the Advanced Web Site Identification window, click Default, and then
click Edit.
7. Make sure that (All Unassigned) is entered in the IP address box.
8. Delete any host header name that is in the Host Header value box.
9. Click OK three times.
Note If you must assign an IP address and a host header to the default Web
site, add the IP address 127.0.0.1 with port 80 and leave the Host Header
value box blank.
