Problem solved. When we moved to a new server the public folder containing
the contacts changed. The individual contacts worked fine but contacts in a
distribution list retained the pointer to the old folder which of course it
could not find. Updating all of the contacts in the distribution list fixed
the issue.
Thanks!

Have you looked in Control Panel, Phone and modem, Dialing rules tab ?.
Try removing all dialing rules. Manually dial in the full nuumber in
outlook (including any numbers to gain outside line access) and see if
it works. If it does, we need to go back to the dialing rules and
carefully rebuild them.

Configured two dialing rules: one to add a '1' to everything in my area code

I have eliminated everything I can think of except something related to how
the modem is dialing perhaps "dialing rules" but this is set up the same as
in the old server and that worked fine.
It appears to dial '+1' then pause before dialing the number. The '+1'
cause the phone company to report an error before the number can be dialed.
I say appears because I can't prove that, it is just what I observe to be
happening.
I agree it is probably the format of the number in outlook or how that is
translated at dial time. However, nothing in outlook has changed, these same
numbers worked fine last week. I need to know where to set up how the number
is dialed.

When you setup the modem in the server, did you configure any dialing
rules ?
Outlook usually will dial as originally typed. The issue is, it will put
it in a format for you to follow to put the numbers in. Did the users
put the right numbers into this formatted string ?

I just installed a new SBS 2003 server and am trying to set up shared fax.
Clients are winxp using outlook 2003. If I send the fax and type in the fax
number manually in the wizard it works fine. If I use the address book in
outlook to supply the number the fax fails with one of the following: busy,
no answer, no dial tone. The error messages seem to be random. Listening to
the phone as the server dials it appears to dial two digits then pause before
dialing the number. During the pause after dialing the first two digits the
phone company comes on and says "please hang up and dial again". Whatever is
being dialed the phone company does not like. Any idea what we could be
dialing in front? Phone numbers in outlook are all in format +1 (xxx)
xxx-xxxx.
