This is brand new install on a clean server.

After completeing the preliminary steps (Adding new data partitions, etc), I
start the 'Continue Setup' script on the desktop. After giving it my desired
lan ip address, 10.10.1.1 and clicking next this dialog box pops up:

"The IP address specified for the local network adapter does not match the
existing scope on your DHCP server, which may result in the scope becoming
unusable. This may result in client connectivity issues. It is recommended
that you use an IP address that is within the range of the existing DHCP
scope."
OK or Cancel

Did you manually install DHCP Server on the server (via the Manage My Server or Add/Remove Windows Components applets)?
