Hi Steven,

The error the user gets is:

"Microsoft office Outlook was unable to publish your certificates. The
server may be offline or your certificates may be invalid"

Several other users have been successful, so I'm reluctant to change
things "globally" on the server if only one user has the issue.

I will re-check those security permissions again...

If you don't change security settings, then I suggest you try the following
method to solve this issue:

It is necessary to add a global catalog server to the Directory Access tab,
which can be found in the properties under Exchange System Manager =>
Servers.

Adding a global catalog server to the Directory Access can be accomplished
as follows:
1) Uncheck the "Automatically discover servers" check box
2) Select "Yes" to accept to change to manual configuration
3) Add...
4) Enter the object name (global catalog server)
5) OK
6) Apply
