Assuming you are running Premium with ISA 2004
Go to ISA Console, Right Click the FTP Outbound Policy Rule and choose Configure FTP
Uncheck the box that makes FTP Read Only.
That should allow you to ftp files to your website

I'm stumped about why I cannot access my externally hosted website.
Everytime I try to access via FTP (or even HTTP), I am denied by SBS
Protected Networks Access rule. So I figured perhaps entering a www
record to point to an external IP would help.
Any insights on this matter would be greatly appreciated!

If you don't use the same AD domain name internally, as you use *externally*
(e.g., mycompany.com in both places) you do not need to add this host record
at all. Your network clients on mycompany.local should be able to find
www.mycompany.com without your doing anything of the kind.
What problems are you having that make you think you need to do this?
