Thanks for your update.
If you install Firewall Client 2004 which is compatible with ISA Server
2004, I suggest you disable the Firewall client. To do that, you may be
able to use FWCTool. You can download FwcTool.exe from Microsoft site
below:

You can use a User Logon script or a Computer Startup script to run the
command "FwcTool Disable /g". The FwcTool.exe download package contains a
document, FwcTool.doc, that gives a detailed description of the tools and
of how to use them. For your convenience, I have pasted the part of the
content below:
Enable/Disable
Syntax
FwcTool Enable [/g] [/app: appname]
FwcTool Disable [/g] [/app: appname]
Parameters
/g. Enables or disables the Firewall Client application globally, for all
users of the computer. This will not override specific user settings. If
this value is not specified, Firewall Client discovery is enabled or
disabled for the current user only.
/app: appname. Optional. Sets the application name (without the .exe
extension). Enables or disables Firewall Client for specific applications
only.
Examples
To enable Firewall Client for the current user for all applications:
Enable
To disable Firewall Client for all users:
Disable /g
To enable automatic discovery for all users of Internet Explorer on the
Firewall client computer:
Enable /g /app: iexplore
