Update for Windows Small Business Server 2003: Error message when using the Microsoft Connector for POP3 Mailboxes Snap-in with Microsoft Management Console (MMC) 3.0 (KB921096)

Has there been a change in the MS security-update policy? Since the last "update Tuesday" there have been two additional updates this month. Are updates no longer to be released once a month on the second Tuesday?
