Exchange Store not compacting

I'm having a problem at a site where the mail store is continually hitting
the 18GB limit. When I look at the individual mailboxes they add up to less
than 12GB but because the users grow them and then archive it seems that
exchange doesn't reuse the space. Is there a maintenance procedure that
will get the mailbox store back down to the right size?
