No, it doesn't. I would recommend however Dave's suggstion: Login to
the shared account on a workstation, load Outlook, and open Inbox
Properties -> Permissions tab. Add a user or group and make them the
owner.

If Owner is too loose a designation, you can always cut it down to
Publishing Editor or what have you, but at lease Owner give you an
affirmative on whether or not Send on Behalf is going to work.
