Sorry I should have clarified. Dave's suggestion is what I have done, which
included the step you mentioned. Only thing I can think of is that I logged
in to the same computer to set this up.
Example; Logged in as "support", gave ownership and permissions to "help
desk", logged off.
Logged in as "help desk" and configured outlook as noted.

I can see and access the "mailbox - support" inbox but no forwarding is
allowed and I don't see any subfolders.

If Owner is too loose a designation, you can always cut it down to

affirmative on whether or not Send on Behalf is going to work.
