Perhaps it is, because I'm located in Indonesia; then perhaps Microsoft
Indonesia linked it to it's local server here instead of the servers in US.
See if this works:

I receive the whole package of installer CDs, what should I do if I want to
upgrade to Win SBS 2003 R2? Should I just simply install the R2 Technologies
CD? Or install each of the Premium Technologies R2 (SQL 2005 & ISA 2004)? Or
both, if so which one should I install first?
ISA2004 was included with SBS2003 Premium SP1. Have you upgraded your
server to SP1? If not, you must do that first.
The Microsoft docs provide the details you need, so you really need to
get them. They should be on the CDs, but the version on the web is the
most up-to-date.
In general, the order is:
* Install Exchange SP2 (you may have already done this - it has been
available for quite a while)
* Install SharePoint 2.0 SP2 (you may have already done this)
* Install SBS2003 R2 Premium Technologies
* Install SBS2003 R2 Technologies
Be sure you have a VERIFIED backup before you start!
