I've never loaded the set of CDs that make up the 5 cds for SBS 2003 Prem, so
this might be a very easy question for someone with more experience.

I've loaded the first three CDs and am my desktop. I’m trying to load disk
4 of the set of 5 for SBS Prem 2003.

When I launch SQL install on the 4th CD, I get a window called MS SQL
Desktop Engine. On there I get this error: A strong SA password is
required. Please use SAPWD switch to supply the same. Refer to readme for
more details.

SQL Server is installed from the Premium Technologies CD. When that CD is inserted into the server, it should autoplay and display the setup panel for SQL Server and ISA Server, plus installation instructions.

Second, I recently received SQL 2005 cd. Should I load SQL 2003 (or is it
2000), then the last cd of the set of 5 - and come back to load this SQL 2005
disk I received about a month ago for my Action Pack? Is this the right
order?

Unless that CD is labelled "SBS", I wouldn't use it on an SBS server.

Finally, once I get these 5 CDs loaded, what is the right order to go back
and load patches, Service Packs, etc.? Should I just run Windows Update and
let that guide me? There seems to be a whole lot of security issues so I
want to patch the system properly and in the right order.

If you've followed the SBS setup through, you should be running SBS2003 SP1, which includes WS2003 SP1, Exchange SP1, Sharepoint SP1 automatically. If you install SQL Server 2000, you should also have applied SQL SP4 (it's a documented step).

You should load Exchange SP2 and Sharepoint SP2 next. They're the only additional Service Packs right now. And then you can visit Microsoft Update to do the rest.
