HELP - cannot install updates on user's computers

New to SBS 2003; running the original OEM release. Plan to upgrade soon.

I cannot update any PC in the company. Even when the user is a local
administrator of the PC, I can't do it. I am trying to update Windows XP, as
well as OfficeXP and other non-MS programs. I cannot figure out how this is
being blocked by the SBS 2003 server.

Can anyone point me in the right direction? I have read the MS SBS 2003
Unleases book, searched online, and spent a couple hours on the server
trying to figure this out.
