Regarding 8213 error message, I would like to suggest that you try the
following steps

1. Please put SBS 2003 CD#2 which contains Exchange into the CD-ROM, open a
command prompt and change the folder to the CD-ROM drive and then run the
following commands:

setup /domainprep



Then reboot the SBS 2003 Server, and then check if everything is OK. See:

2. If the event still occur, please created the following key

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeFBPublish\Par
ameters\<Server>

In the Value Name field, type FreeBusyQuerySessions , set the Data Type to
REG_DWORD , and then click OK .

In the Data field, type 00000000 , and then click OK .
