I'm sorry that I don't remember the details, but I think there is sometimes
an issue with timing and the startup of other services which the SQL Agent
depends on. I think I fixed it once by adding a dependency on another
service. You can look at the list of service startup messages in the event
log and pick a late-starting one if you can't determine the necessary one.

I have had the same exact problem on a Win2003 server/SQL Server 2000
Standard install since the machine was put in production. There are 2 SQL
instances on the box, one is disabled and the other is our production
database. The SQL Agent service for the primary, enabled instance is
properly configured in the registry, is set to start Automatically, the
Local
System Adminstrator account is a member of the local Administrators group
which is a member of the Domain Admins group (in AD), and the service
starts
fine if you do it manually. It just won't restart when the server
reboots.
We have 2 other servers (development and staging/test) with the same or
nearly the same config, and both work perfectly.
I will try using a named Domain Admin user rather than the Local System
setting for service login, but I can't test right away. Any additional
info
will be most appreciated.
FYI, this is the only topic I have found on the web covering this exact
problem.
