Actually in this case, this is caused by a bug in Exchange 2003. When
virusscan is enabled globally, but not on a particular mailboxes store;
there is no VirusScanEnabled configured, no message can be synced because
those messages are still marked as need to be scanned. More info here:

If you are using PureMessage, you can refer to the article below.

So considering situation in this case, please enable Virus Scan for
specific mailbox store or temporarily to uninstall Antivirus application in
Exchange Server and then verify the issue.
