That was an excellent suggestion, but the problem was more deeply
placed in the OS. I had to restore the default security settings with
secedit /configure /cfg c:\windows\repair\secsetup.inf /db secsetup.db
/verbose.

This gave me access to the system again.

This basically rendered the machine useless, until I restored the
security settings.

If so roll them back.

The patches this month would not impact network connections like this.
