You install licenses to the Server 2k3 portion. The way licensing works for
Terminal Services changed between 2000 Server and Server 2003.

And, like I said, my Terminal Server is 2003 and I don't have any Windows
2000 Servers... why would it show up there? Which one do I install the
licenses to?
