Is there anyway to disable running of task manager in XP Pro? I would

Disabling task manager isn't the issue here - that's a bandaid (and it's one
I wouldn't want to apply as Task Manager is really pretty damned useful).
The issue is that the user shouldn't have the right to stop that process
anyway. If it's something that runs as a service (and it should!!) then a
non-admin can't stop it.
Oh, and the other issue is that you have more of a behavioral problem than a
technological one, and you should probably take this up with management.
I also want to remove the ability to install any software.
Don't give them anything other than limited user rights (as in, no domain
accounts or unauthorized local accounts should be in the local
Administrators or Power Users group). This will stop 99% of software
installs and should take care of the underlying problem you're worried
about, if the monitoring stuff you're talking about was written/developed
well.
