Restricting SBS 2003 users to install applications



Hi,

Very simple client server network setup i.e. SBS 2003 Standard Edition with
50 machines with 50 users. All machines are running Windows XP SP2.

All I want to do is to restrict users from:

1. Installing applications (e.g. Google earth, Napster etc.)
2. Deleting folders or files (apart from thier own My Documents)
3. Running MSN Messenger

For the moment, I have to give each user local administrative right so that
s/he can run bespoken application which creates new folder every day. If I
don't then this application fail to create folders. Any ideas how can I do
