If you have forgotten what the DSRM account was you can reset it. It should
work with SBS 2003 the article says ... Normally a DC does not use SAM
accounts but when in DRM it does use a local account (AD not being used).
Don't give up yet.

which explains how to first reset the local administrator account
password,
then log onto Directory Service Restore Mode (using that new local
administrator password) to install SRVANY and INSTSRV to reset the domain
admin password.
Haven't tried it but it looks interesting. ;-)
This is what was going to try this but thats when I found that SBS
doesnt use the Local Admin Account. So Im still not able to gain access
