Hi Chris,
ISA is not to blame. Start looking at Group memberships. Are all users
part of Internet users group? What aroup are you adding in the Apply to
box? Is ur account a part of that group? Try making a new account from
AD and not from SBS user wizard and place that account in a seperate OU
and see if he has Internet access, if he does, place that user in the
except list. So basically test a user that is not part of the Internet
Users group. Also, check for other rules.

start to make an exception no matter what I do, it allows all. I have

As soon as i take it off any request it allows everyone access. When i
put it back to any request it will not allow anyone.
