Do I need to purchase new CALs or upgrade CALs for licenses I already own?
A. No. Your existing SBS 2003 CALs are automatically converted to SBS 2003
R2 CALs. You do not need to pay any costs for your existing CALs. But if you
add users or devices, you will need to purchase new CALs for them.
