"Disable" should turn it off. Have you tried that without satisfactory
results? Note there is both a domain and "standard" configurations.

If you enable this policy setting, Windows Firewall runs and ignores the
"Computer Configuration\Administrative Templates\Network\Network
Connections\Prohibit use of Internet Connection Firewall on your DNS domain
network" policy setting.
If you disable this policy setting, Windows Firewall does not run. This is
the only way to ensure that Windows Firewall does not run and administrators
who log on locally cannot start it.
If you do not configure this policy setting, administrators can use the
Windows Firewall component in Control Panel to turn Windows Firewall on or
off, unless the "Prohibit use of Internet Connection Firewall on your DNS
domain network" policy setting overrides.

I'd like to be able to manually enable or disable the windows firewall.
Now
it is controlled by the gp and from what I understand the "prohibit..."
policy is the one that regulates it. "Windows Firewall: Protect all

connections" will just turn the firewall on , and thats not what I need.

Disable it there BUTTTTTT your network will be controlled much more if
you leave that XP sp2 firewall in place.
