Thank you for your update. Sorry for the delayed response due to weekend.

The method below is the recommendation solution to reinstall SharePoint
Service on SBS Server.

How to remove and how to install the Windows Small Business Server 2003
SharePoint Services companyweb Web site

Create additional website in IIS may occur unpredictable issue. Since SBS
is a highly compose Server, after reinstall the core components the
build-in service such as Exchange, SPS will configure properly.
