Even users that know how to put it back, forget they are off line and
don't see mail for a day and ask me why they are not getting email.
Every time it's because the day before I rebooted the server and their
email is off line (Work Offline).

If all those users are working on clients that are directly connected to the
Lan I see no reason why you would use offline folders in Outlook. Yes, if
you install the Office 2003 adm files on your server you can create a policy
that prevents Outlook to use offline folders. If you then boot the server
when somebody has Outlook open it will bug you with a message it cannot find
the Exchange server but it will not go offline.
