I atttempted all the bwllow. Is there anything else that you can think of. I
know its the ISA 2004 because in step 3. the internet works really fast.

From the description, I understand the issue to be: Internet access became
slow after you upgrade ISA 2000 to ISA 2004 for a month. If I have
misunderstood your concerns, please do not hesitate to let me know.
To narrow down the problem, would you please help me collect the following
information?
1. After finishing the installation, have you rerun CEICW?
2. If you are using ISA server 2004, did you also upgrade the firewall
client application of the workstations? If you disable the firewall client
and only enable the proxy settings in IE, will the issue be resolved?
3. Try to connect a client computer directly to the internet. Does the
speed seem ok?
Currently, please check the following steps to see if it helps:
1. Increase the value of Connection Limits from 40 to 160 on ISA 2004:
Open the ISA Server management console, navigate to Configuration->
General-> Define Connection Limits-> Connection Limit-> Limit the number of
connection-> Connection limit per client (TCP and non-TCP).
2. Rerun the CEICW and then check if the issue can be resolved. Open Server
Management console, navigate to 'To Do List'. Click 'Connect to the
internet' in the right panel.
3. If the issue began to occur after you applied SBS 2003 SP1. The problem
could be related to the update. Please try the following fix to see if the
problem can be resolved:

Also please check if you have configured SBS and client computer correctly:
For 2 NICs on SBS:
On SBS server:
External NIC:
IP: assigned by your ISP or your hardware router
Gateway: your ISP or your Hardware router IP
DNS: SBS INTERNAL NIC IP as the only entry
Internal NIC:
IP: Fixed IP
Gateway: None
DNS: SBS INTERNAL NIC IP as the only entry
In the DNS console (dnsmgmt.msc), right click your ServerName and click
properties. In the Forwarders tab, your ISP DNS server IP should be
inputted there.
On workstation inside your SBS local subnet
IP: Assigned by DHCP on SBS
Gateway: SBS internal NIC IP
DNS: SBS INTERNAL NIC IP as the only entry
