I'm not getting the cause and effect relationship, and I suspect it may be
just coincidental timing. As far as I know, nothing in your list of stopped
services depends on any Exchange service (although the SA does depend on a
couple of those services). So I don't see how Exchange could stop any of
those. Some of them, such as secondary login, shell hardware detection, and
winhttp, don't have anything to do with Exchange at all.
I would look in your system and application logs to see if you can find
something else to troubleshoot as the cause of this, and closely monitor to
see if you have recurring instances of services failing. I would not take
any drastic action such as reinstalling anything, until you've diagnosed a
specific cause.
Are you current on service packs and patches, including SBS SP1 and Exchange
SP2?

A out of office reply to a spam junk email in the output queue caused
the following services to stop. After I cleared the queue of about 20
out bound undeliverable emails the serivces no longer stopped about 20
minutes after restarting them.
secondary login
shell hardware detection
task scheduler
server
computer browser
winhttp web proxy auto discovery service
Application Failure svchost.exe 5.2.3790.0 in msvcrt.dll 7.0.3790.0
at offset 00034d33
After services stopped users reported being unable to access shared
directories on the server and unable to print which makes sense based
on the services that were stopped.
Perhaps this has been fixed but if not here is bug report.
If there is a hot fix for this a reply would be useful.
