3. You want to block a specific domain which is a source of spam.
4. You want to block specific outgoing mail. If you install Message
Screener in a perimeter network, you can configure Message Screener to
block specific outgoing mail. This configuration is described in Screening

Regarding limit downloads, please refer to the following:
When you create an access rule, you can limit what content types the access
rule applies to. Content groups are specified by configuring the content
types Multipurpose Internet Mail Extensions (MIME) types and file name
extensions. Content type control applies only to the protocols HTTP and
tunneled FTP traffic. For other protocols, including HTTPS, ISA Server
ignores always the Content groups specified when processing the rule.
When a client requests FTP content, ISA Server checks the file name
extension of the requested object. However, when a client requests HTTP
content, ISA Server sends the request to the Web server. When the Web
server returns the object, ISA Server checks the object's MIME type or its
file name extension, depending on the header information returned by the
Web server.
