| Why would this service fail to start on a reboot, and also fail to
| start manually? There are no errors in the log related to it when I try

| This history on this box is, we had installed ISA 2004, but kept having
| errors where it wouldn't start on bootup. So we wanted to completely
| remove ISA, make sure the box was working correctly, then re-install.
