| Why would this service fail to start on a reboot, and also fail to
| start manually? There are no errors in the log related to it when I try
| to start it manually.

| This history on this box is, we had installed ISA 2004, but kept having
| errors where it wouldn't start on bootup. So we wanted to completely
| remove ISA, make sure the box was working correctly, then re-install.
| So ISA 2004 was uninstalled, and now we're getting this error.

| Information log, "Application Popup - SQL Server - Your SQL Server
| installation is either corrupt or has been tampered with (unable to
| load SQLBOOT.DLL). Please uninstall then re-run setup to correct this

| I do see an Event ID 7022 after a reboot, which is "The MSSQL$FWDB
| service hung on starting."

| We do have trouble with the Exchange Management and Exchange System
| Attendant starting on a reboot, but they start manually.
