If you check the FTP rules in ISA they are set to read only...I'm not at one at the moment
If you can't find it...let us know

Yes, I have premium edition and am running ISA server. I just noticed the
ftp configuration setting on the "unrestricted internet access" rule and have
cleared the checkmark. So far, no difference has been noticed post the
'apply' of the modified rule set.
