SBS must, be design and fuctionality, be the first server at the root of the AD Forest/Domain and so it must hold the FSMO roles
If someone has somehow managed to move them to another server and keep the SBS server running...well lets just say it shouldn't and the SBS server should be complaining all over the place
You try to transfer them back using the tools and techniques outlined in Technet for transferring the FSMO roles
But you have better make sure you have a verifiable tested complete backup or image of your SBS server
