I just setup a standalone 2003 sbs server and "allowed RDP" on the
machine. I want to change the default port to 3390 from 3389 so I
searched through the registry for
and it was not there?
RDP is functioning as it should on 3389 but that specific key is not in
the registry.
Is there another location for this in 2003?

I would not recommend copying tscc.msc to an XP system nor changing registry entries manually as this may be a risky proposition. ...
