I need to give everyone (our internal network users) permission to be
able to drag emails from their inbox to everybody else's inbox.
Why? What's the real goal here? This is a somewhat odd request.
To enable this I go to the top of the users mailbox store to set the
Default permissions to "Create Items" and "Folder Visible". I then
do the same for the uses Inbox.
The end result is that everyone can see the folder but not the
contents and emails can just be dropped in.
Is there a way I can do this on the SBS 2003 (SP1) box rather than
having to visit each users PC?

In addition to the other replies....
Even to have this done in Outlook, you'd have to grant the other users (or
group/s) at least Reviewer rights to the root of the mailbox, and then
whatever permissions on inbox you wish (contributor?). Then, the other users
would all have to add all the other mailboxes to their Exchange services as
additional mailboxes to make them *all* show up in the folder list. This
would be a huge pain in the ___.
As I don't know why the company wants to do this, it's hard to suggest an
alternative, but some options:
1. Use a public folder everyone can see, to store things everyone *should*
see
2. Show users how to forward mail :)
3. Use a mail-enabled group that contains all the users you wish, and have
the users start using that when they need to send out all-points bulletins.
