Thank you for posting back.
Can you access public folder via OWA?
Does this issue occur on all users?
Please create a new public folder and grant the user as Owner permission.
Does this issue still occur?
I suggest that we try the following steps to troubleshoot this issue.
Step 1: Disable "Cached Exchange Mode" to test the issue.
---------------------------------
1. Quit Outlook.
2. Click Start -> Control Panel.
3. If Control Panel is not in Classic View, click Switch to Classic View
(on the left up corner of the window), and then double-click "Mail" icon.
4. Click E-mail Accounts -> View or change existing e-mail accounts.
5. Click the problematic e-mail account name, and then click Change.
6. Uncheck "Use Cached Exchange Mode"
7. Start Outlook to test the issue again.
Step 2: Rename cache files:
-----------------------
Please perform a search on the problematic computer to find the following
files. After we find them, please rename ".dat" to ".old". We use this step
to clear the cache files in case they are corrupt and cause this issue:
extend.dat
outcmd.dat
frmcache.dat
views.dat
Note: Some of them may not exist, but it should not matter. You may also
need to show the extension of the file and enable the "Show hidden files"
option in "Folder Options".
Step 3: Double confirm the following settings
-----------------------
I would like you to double check the following settings in case this causes
the issue:
Log on as the owner of that public folder. Expand the public folder tree
and navigate to the problem folder. Get the properties, by right clicking
on that folder. In the properties page click on the "administration tab".
Under the section "This folder is available to" set the option from "Owners
only" to "All users with access permissions". This enables all users with
access permissions other than Owner permission now access the folder.
Please check the above settings and make sure public folder access
permission in Exchange System Manager.
