Thank you for posting back.

According to my knowledge, the Shared Fax Service included in SBS 2003 has
four methods to process incoming faxes, which include:

Route through e-mail
Store in a folder
Print
Store in a document library

To narrow down this issue, please perform the following steps:

Open Server Management, locate Fax(Local), in right pane, click Configure
Fax Services Wizard, during this wizard, enable store in folder feature.

And reproduce this issue, compare the three tif files, in "incoming faxes"
public folder; forwarded public folder and the folder that you configured
in previous step.

In addition, please perform a clean boot on client. To do so:
1. Click Start, click Run, type in "Msconfig" (without the quotation
marks), and click OK.
2. In the System Configuration Utility (Msconfig) window, click to select
the Selective Startup.
3. Click to clear the check marks from all of the choices below Selective
Startup.
4. Click OK to close the Msconfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.
