Thank you for posting here.
From your post, you cannot use telnet to connect the Exchange server onport 25. If I'm off base, please feel free to let me know.
First, please refer to the following article to make sure you run the
Telnet command correctly.

Secondly, I would suggest the following troubleshooting steps to narrow
down this problem.
1. On the Exchange server, please run Telnet to connect to the Exchange
server NetBIOS name, FQDN name and IP address. Is it successful?
2. Please use NSlookup to verify if the Exchange server FQDN name can be
resolved in the internal network.
3. Please temporary remove Anti-virus software and Veritas on SBS Server.
4. Make sure SMTP services is started.

| The application is veritas 10.x. However, the fact that the
| applicaiton isn't sending e-mail seems to be more of a symptom of the
| problem; which is I cannot connect from the server on port 25 and send
| e-mail. Thanks for your help nonetheless.
