Thank you for posting here.

According to your description, I understand you want to rebuild Public
folder. If I have misunderstood your concerns please feel free to let me
know.

Based on my experience, I suggest you perform a full backup before you
rebuild public folder.
Rebuild Public Folder

1. Dismount the public folder store on the Exchange 2003 server using
Exchange Server Manager.
2. Rename the databases for your public folder store (typically pub1.edb
and pub1.stm)
3. Remove all public folder directory objects from the Microsoft Exchange
System Objects container in AD.
4. Remount the public store and choose yes when prompted to create a new
database.

NOTE: If you want to restore the public folder, please do the following:

1. Login to a mailbox on the Exchange 2003 server and open the .pst file in
Outlook.
2. Drag and drop all public folders from the .pst file back into the public
folder tree.
3. Verify all of the content is now in the public folder store.
4. Refer to following articles to reset the site folders. This will not
result in the loss of any data. Clients will need to create a new
appointment in Outlook to repopulate Free/Busy data on the server.
