Currently, please let me know the following info:
1. Does this user use POP3 Protocol to receive email? Please make sure you
receive mail via RPC from exchange server.
2. Does this user set your e-mail default delivery location to a local .pst
file or mailbox?
I still recommend that you refer to the following Microsoft KB article and
double check this:

3. Did he apply any outlook rules on his workstation? Please back up these
rules and delete them.
To do so:
a) Click "Rules and Alerts" on the "Tools" menu.
b) Click the "Options" button.
c) Click the "Export Rules" button.
d) Type a name for the .rwz file and click "Save".
After that, click Start -> Run, type "Outlook /cleanrules" and press Enter.
(Quotation marks are not included and there is a space between Outlook and
/)
Based on my experience, a corrupt Inbox view may cause this issue.
Therefore, I suggest that we use the /cleanviews switch to restore the
default views. Some of your custom views may also be removed. You may have
to re-create some of your custom views after you perform this procedure.
(1) Click Start, and then click Run.
(2) In the Open box, type "Outlook.exe /Cleanviews" (without the quotation
mark and there is a space in front of "/")
Also I suggest you create a new email profile. Test the issue in the new
profile. Please refer to the following article to create a new email
profile. Please start in the new profile and provide me with the result.

In case this issue persists, please configure a testing account and test if
the issue still occurs. Also, you can test this issue via OWA. If the issue
still occurs in these scenarios, I'm afraid that we need to recreate the
problematic user's mailbox.

| Sorry for not making it clear. By multiple access I mean the same
| email box be accessed from Multiple PCs by the same user. The problem
| is when he access the email, all the unread emails will be moved to
| that local PC and he won't be able to see those emails from Outlook on
| other PC. The same is the case with RWW. After the user reading the
| unread emails, he won't see them again from RWW.
