Please understand SBS Public Newsgroup support native site on your SBS
server, I'd like to provide you some useful info on this issue, but I
strongly recommend you contact your site developer for more support and
deeper analysis on this issue. You understanding and cooperation is
appreciated.
According to your description, I understand you want to change default
website to a customized website besides the existed built-in sites on SBS
Server. If I have misunderstood your concerns, please feel free to let me
know.
Based on my experience, you can simply change default.htm in
%systemdrive%Inetpub\wwwroot folder. As far as I know it will not impact
other features of Exchange server.

Note: You can only replace a static website.
Also to ensure the issue is resolved in a safe way, please perform a full
back up of your SBS Server first.
