Cannot telnet to port 25 from Windows 2003 SBS server to itself

Hello,

I am having this problem on two sbs installations I've done recently.
I need to set up an application to send logs to me and I cannot get
those applications to send e-mail, although exchange mailboxes and
other mail flow works fine. Specifically, from a command prompt at the
server I have tried to telnet to port 25 and I get the following
message:

c:\telnet localhost 25
Connecting To localhost...Could not open connection to the host, on
port 25: Connect failed

My guess is that it is something about SBS that needs to be switched
off or changed. I have read some threads and it appears that others
are having this problem. Some threads have mentioned IAS packeting
filtering but I haven't found a silver bullet yet so I thought I would
post this.

Someone will probably have some clarifying questions. Please let me
know and I'll fill in the details.

Thanks for you all your help.

Scott
